First phase of CNPC Qinzhou oil refinery operational in Sept

China National Petroleum Corp. (CNPC) will put the first phase of its oil refinery in Qinzhou City, Guangxi Zhuang Autonomous Region, into operation early September, domestic media reported Aug. 26.
